Joomla is a content management system built from a framework.  If you want to make an application out of Joomla you have two choices:

  1. Joomla itself
  2. Joomla's framework

The advantage of choosing Joomla itself is to be found in the extensive selection of extensions from JED.  If you choose the framework only then you have a different, and commercially more liberal licence but you forgo many of the extensions.
